【ウェルビーイング政策形成ワークショップ】

この間、「ウェルビーイング」という概念を政策に活かし、日々の生活において、身体的・精神的・社会的に良好な状態にある（ウェルビーイングな）人を増やすために勉強してきました。

現在、国のデジタル田園都市国家構想の補助金を交付された自治体を中心に「地域幸福度指標」が活用され始めています。

世田谷区にはこの補助金は交付されていませんが、主観と客観を踏まえた地域幸福度指標の考え方を政策に反映させるため、議論を重ねてきました。

今回、町内の幸福度を高められる地域づくりをおこなっている、尾山台を中心とした「おやまち」が主体となり、区内の数カ所で地域幸福度指標のアンケート調査を行いました。

全国の自治体と比較して、世田谷区民の主観指標が高く、住民の力が区政を支えて下さっていることが分かる結果です。

先日この結果をもとに、地域と大学、行政が一体となってワークショップが行われました。

世田谷区を良くしたいという思いがある方々が集まって、同じ指標を見ながら意見を交わし、ヴィジョンを生み出していく作業は、とても新鮮で、今後の世田谷に好影響をもたらすことを実感しました。

世田谷チームが考えた目指す姿は、
「どんな人もどんな時も、自分らしい選択ができる都市型環境共生ヴィレッジ」です。

今回のようなワークショップが全国各地で開催され、より良い街について立場を超えて考え、意見を交わし、実行する機会が増えれば、日本はもっともっと良くなる、と希望を見出すことができました。

I have been studying the concept of "wellbeing" in policy to increase the number of people who are in good physical, mental, and social condition (wellbeing) in their daily lives.

Currently, the "Regional Well-Being Index" is beginning to be utilized mainly by municipalities that have received subsidies from the national government's Digital Rural City State Initiative. Although Setagaya has not received this subsidy, we have been discussing the concept of the Regional Happiness Index, which is based on subjective and objective criteria, in order to reflect it in our policies.

This time, "Oyamachi," centering on Oyamadai, which has been working to create a community that can improve the level of happiness in the town, took the initiative in conducting a questionnaire survey on the Community Happiness Index at several locations in the city.

Compared to municipalities nationwide, Setagaya residents' subjective indicators are high, indicating that the power of residents supports the ward government.

Based on these results, a workshop was held to bring the community, university, and government together. It was refreshing to see people who have a desire to improve Setagaya come together to exchange opinions and create visions while looking at the same indicators, and we realized that this process will have a positive impact on Setagaya in the future.

I found hope that Japan will be a better place if workshops like this one are held throughout the country, and if there are more opportunities to think, exchange opinions, and implement ideas for a better city beyond the borders of one's own position.
